NGO and development programme incentives in Africa

Development programmes in Africa disburse hundreds of millions of dollars annually to participants, field workers, and community volunteers. The majority of this still flows through cash, informal mobile money, or slow bank transfers — creating audit gaps, security risks, and delayed delivery that undermines programme effectiveness.

The spectrum of NGO and development programme incentive needs is wide: a small agricultural NGO paying fifty farmer field school participants per month; a large-scale randomised controlled trial paying 10,000 survey respondents across three countries; a nutrition programme delivering conditional cash transfers to 50,000 mothers. The infrastructure requirements differ in scale but not in kind.

Common to all: the recipient population is partially or fully unbanked, payments must be auditable, and the delivery mechanism must work in low-connectivity environments. Gift cards and airtime rewards delivered via SMS and USSD satisfy all three requirements simultaneously.

Why cash disbursement fails in field programmes

  • ✕Security risk: Cash in transit is a target. Field enumerators carrying cash for participant payment are at risk, particularly in insecure areas.
  • ✕Leakage: Cash disbursed through intermediaries — supervisors, community leaders — is subject to withholding, skimming, and outright theft. Digital disbursement eliminates the intermediary.
  • ✕Audit trail: Cash-based disbursement is difficult to audit. Who received what, when, confirmed by what evidence? Digital disbursement generates an automatic audit trail.
  • ✕Delay: Cash must be sourced, transported, and distributed. In remote areas, this can mean weeks between the payment decision and the participant receiving it.

Digital disbursement is not just more convenient. It's more ethical — it puts the payment in the recipient's hands rather than routing it through intermediaries who may extract value along the way.

Participant incentive structures that work

The design of incentive structures for development programmes varies by programme type and participant population. Common approaches:

  • →Attendance-based: Participant attends a training session or community meeting and receives a transport reimbursement or attendance stipend delivered via SMS on the same day.
  • →Activity completion: Farmer plants a demonstration plot, mother attends a health check, student completes a test. Activity verified by field staff, payment triggered immediately.
  • →Outcome-based: More complex — payment tied to measurable outcomes (crop yield, immunisation rate, school attendance). Requires a measurement system but creates the strongest behaviour-change incentives.
  • →Conditional cash transfer: Regular payment conditional on compliance with programme requirements (children in school, pre-natal care visits). Highest administrative overhead but most evidence for impact.

Donor reporting and compliance

Most development programme funding comes with reporting obligations. Donors — bilateral agencies, foundations, multilaterals — require evidence that funds reached intended beneficiaries. Digital disbursement via a platform that generates per-recipient delivery records satisfies this requirement far more cleanly than cash documentation.
